Assistant Syndic

Our client, a large group of professionals committed to ensuring the protection of the public by acting to ensure that members serve society with professionalism, compliance and integrity in the public interest, is currently seeking an Assistant Syndic.

Nature of position

Under the supervision of the Syndic, your primary mandate will be to be responsible for the investigation of allegations of professional misconduct against members. You will ensure that engineers comply with the provisions of the Code of Ethics, the Professional Code, the Engineers Act and the regulations adopted in accordance with these codes and the Act. In addition, when you deem it appropriate to do so, the Assistant Syndic will file a complaint against an engineer with the Disciplinary Council. As such, you will :

  • Analyze investigation requests deemed admissible during the preliminary analysis, ensure the preparation of strategies and investigation plans and ensure their execution ;
  • Carry out, in accordance with the methodology put forward by the Office of the Trustee and in collaboration with the team, the investigations, the search for information and the establishment of evidence in the files assigned ;
  • Write an investigation report that allows for a decision to be made on the handling of the file and the taking of a decision, in accordance with the decision-making process in place in the Office of the Syndic ;
  • Contribute, with the prosecutor, to the drafting of the complaint and its filing before the Disciplinary Council ;
  • Ensure that the follow-up of investigation files is done in accordance with the laws and regulations in force. Ensures that all correspondence, particularly that containing the reasons for the various decisions rendered in the file as well as that concerning disciplinary complaints, is forwarded to the applicant and the member concerned, in accordance with the deadlines and formalities prescribed by law ;
  • Ensure that the follow-up of investigation files is done in accordance with the laws and regulations in force. Ensures that all correspondence, particularly that containing the reasons for the various decisions rendered in the file as well as that concerning disciplinary complaints, is forwarded to the applicant and the member concerned, in accordance with the deadlines and formalities prescribed by law ;
  • Prepare hearing files with the prosecutor, establish the evidence, prepare the testimonies, jurisprudential research, justify the expert professionals for the testimonies according to the files, recommend the type of sanction by presenting the evidence by the prosecutor to the Disciplinary Council and testify, when necessary ;
  • Participate and collaborate in the Order's prevention activities, particularly those of the Syndic's Office ;
  • Respond, when necessary, to requests for information from the public and members ;
  • Propose solutions and innovative measures to prevent the repetition of infractions ;
  • Perform every other task compatible with your function.

Required qualification

  • Bachelor's degree in engineering ;
  • Member of the Ordre des ingénieurs du Québec ;
  • Minimum of 10 years of relevant experience ;
  • Specialization in civil engineering or construction engineering (an asset) ;
  • Be available to make short trips throughout the province (mainly in the Montreal area) ;
  • Excellent command of spoken and written French and good knowledge of English ;
  • Have an impeccable professional and ethical record.
