Junior engineer, construction management

Our client, a company whose mission is to manage, operate and maintain various transport infrastructures, whose activities are divided into engineering, construction and maintenance operations is currently looking for, in order to pursue improving the quality and efficiency of its services, a junior engineer, construction department.

Nature of position

Under the supervision of the construction department, your main mandate will be to take care of the implementation of the maintenance program by carrying out major projects for one or other of the civil engineering structures. In addition, you will also be responsible for carrying out various technical and administrative tasks related to the monitoring of construction contracts and actively participating in monitoring work planning, controlling budgets and costs, respecting deadlines, analyzes as well as as well as the processing of amendments and complaints. Finally, you will have to collaborate and play a support role with engineers, managers and project directors in the construction department. As such, you will see to:

  • Support the Engineers of the Construction department in their tasks by providing technical and administrative support, including review of documents, research of information, compilation of data and preparation of monitoring reports, according to needs and according to the principles of Project management;
  • Prepare terms of reference for the award of contracts to external consultants for professional services for monitoring major maintenance works, quality assurance through testing laboratories and claims analysis;
  • Ensure an effective link between the successful bidders responsible for technical assistance for the works and the Construction team;
  • Inform and communicate effectively to your functional director and project directors about the issues related to contract management;
  • Ensure the compliance of construction work, taking into account the requirements linked to the company's plans and specifications, including environmental and occupational health and safety standards and laws;
  • Assist the site supervision teams and visit the work in progress to ensure the progress and quality of the work;
  • Participate in site and project meetings and inform the project team of any issues that may have an impact on the progress of projects;
  • Prepare authorizations for additional work, monitor progress reports for payments to external consultants and contractors, ensure control of completion schedules and financial forecasts;
  • Participate, in collaboration with the Engineering department, in the preparation of calls for tenders for the award of construction contracts;
  • Take note of the studies, plans and quotes prepared by external consultants and make recommendations to Management, to then validate the measures to be taken and monitor their implementation;
  • Participate in different committees or discussion tables related to your area of expertise (example: contract reviews with the Engineering department);
  • Provide assistance to Engineers, in particular by providing relevant information in the preparation of various reports, budgets, methods or analysis grids and by ensuring the monitoring of projects and/or works;
  • Provide assistance to the Manager and Director, Construction in the development and deployment of tools aimed at improving the quality of deliverables from external consultants and the continuous improvement of internal services;
  • Perform any other tasks or responsibilities related to this position.

Required qualification

  • Hold a bachelor's degree in civil engineering and have between zero and four years of relevant experience in engineering and/or construction contract administration;
  • Be a member in good standing of the Order of Engineers of Quebec (OIQ) or Candidate for the Engineering Profession (CPI);
  • Demonstrate an interest in monitoring and administering contracts, including evaluating work, holding meetings and negotiating payments;
  • Be able to fully understand and interpret plans, specifications and technical drawings; Know and master Office suite software (Excel, Word, Outlook and Access) and MS Project;
  • Must be able to access structures through fixed or mobile devices and not fear heights or restricted spaces;
  • Hold the ASP Construction site card and be familiar with the applicable and recognized construction safety standards;
  • Possess a valid class 5 driving license;
  • Master written and spoken French, ability to communicate verbally in English;
  • Be a good communicator both orally and in writing by communicating clearly, concisely and effectively with stakeholders at multiple hierarchical levels;
  • Have a sense of organization, time management and priorities;
  • Experience in monitoring within a consulting engineering firm or working in the field of road infrastructure (an asset);
  • Be familiar with the construction standards for roads, bridges and structures (an asset).
