Division Manager - Civil Engineering

Our client, a large city in the Laurentides region, is currently looking for a division manager for its engineering department.

Nature of position

Under the supervision of the director of the engineering department, your main mandate will be to assist the director in all activities related to municipal engineering. This includes in particular the technical aspect of work supervision, as well as planning and support for the management of the service's human, material and financial resources. As such you will see to:

  • Assist the director in the preparation of the PTI, the budget, loan regulations and in the various projects;
  • Participate in the establishment of standards, methods and procedures for working and developing municipal networks while respecting master plans;
  • Constantly be on the lookout for new standards and technologies enabling the legislative and technical evolution of the service and provide recommendations;
  • Prepare calls for tenders for professional services, such as geotechnical and engineering studies or any other specific projects related to civil engineering;
  • Participate in the verification and approval of calls for tenders, authorization of additional work, payment certificates and other required documents;
  • Assist in monitoring various professional service mandates related to infrastructure repair and construction files;
  • Regularly supervise the coordination of work carried out by developers or contractors on construction sites and act as a resource person for the civil engineering technician or external clients;
  • Prepare plans, quotes and estimates for municipal infrastructure work carried out under management or by general contractors;
  • Take charge of certain specific files attributable to the environment, traffic, etc. ;
  • Approve authorization requests to public utility services and monitor them;
  • Find out about the subsidy programs available for carrying out work or purchasing equipment;
  • Participate in the analysis of requests coming from other departments related to its field of activities and make any recommendations deemed necessary;
  • Receive and evaluate complaints subject to engineering and make recommendations;
  • Perform all other tasks related to your duties.

Required qualification

  • Bachelor's degree in civil engineering;
  • Minimum of 3 years of relevant experience related to the function;
  • Member in good standing of the Order of Engineers of Quebec;
  • Excellent knowledge of standards in the field of municipal infrastructure and municipal regulations;
  • General health and safety training on construction sites (ASP construction);
  • Knowledge of software: 365 Microsoft, MS Project, AutoCAD, Civil 3D;
  • Excellent command of the French language, spoken and written;
  • Valid driving license;
  • Have a sense of initiative and great autonomy;
  • Have strong skills in operations planning, human and financial resources.
