Our client, a company whose mission is to manage, operate, and maintain various transportation infrastructures—with activities spanning engineering, construction, and maintenance operations—is currently seeking an Engineer for the Diagnostics and Planning Department to support the ongoing improvement of service quality and efficiency.

Nature of position

Reporting to the Head of Diagnostics and Planning, you will implement practices that define the asset management system through the application of inspection programs, structural capacity analyses, diagnostics, master planning, and the planning of investment projects aimed at maintaining the physical condition and functionality of assets. You will be responsible for documenting the scope of upcoming investments by preparing project sheets, cost estimates, and ten-year project planning. Through collaboration and coordination with other teams, you will ensure traceability of decisions made within the framework of asset management, identify needs and issues, and facilitate information sharing and quality. You will participate in managing professional service contracts and act as the asset owner's representative, maintaining a collaborative and trust-based relationship with consultants to ensure quality and compliance of deliverables. Additionally, you will be actively involved in budget management, cost control, schedule tracking, as well as the analysis and handling of claims and amendments. You will contribute to the department's mission, which is to ensure the execution of inspection programs, functional diagnostics, and master plans. You will define, document, and plan upcoming maintenance and major development projects. As such, your responsibilities will include:

  • Maintaining a thorough knowledge of study areas through field visits, asset surveys, and reviewing available documentation;
  • Developing the annual and ten-year deliverables program to comply with the organization's internal obligations, coordinating with forecasts of major works and program budgets;
  • In collaboration with internal stakeholders and the Senior Coordinator, Project Engineer (IRO), overseeing the management and execution of contracts;
  • Defining professional services, deliverables, applicable standards, and preparing terms of reference for professional service contracts;
  • Managing recommendations in collaboration with internal departments;
  • Ensuring the quality of deliverables, analyzing reports, and recommending actions;

  • Supporting corporate decision-making that balances service level, cost, and risk;
  • Monitoring deliverables, including maintaining required traffic levels, budget management, and schedule tracking;
  • Preparing authorizations for additional work, tracking work progress for consultant payments;
  • Participating in the quarterly update of the asset management summary report according to the assigned infrastructure;
  • Consolidating investment needs into projects based on nature, location, and timing of required interventions;
  • Developing, preparing, and updating upcoming project sheets, including cost estimates;
  • Preparing and facilitating planning workshops for each project with various internal teams;
  • Collaborating with the Asset Management (AM) technical committee and providing leadership alongside the Senior Coordinator and Project Engineer (IRO) to align all stakeholders toward a unified organizational vision and strategy for asset management o
  • Preparing and maintaining comprehensive scheduling records for ten-year planning;
  • Tracking progress of active projects and coordinating upcoming projects;
  • Communicating and coordinating project planning with the organization's partners and stakeholders;
  • Performing any other tasks related to your role.

Required qualification

  • Bachelor's degree in Civil Engineering or Construction Engineering;
  • Must be a licensed engineer or engineer-in-training (EIT) with the Ordre des ingénieurs du Québec (OIQ);
  • Practical knowledge of the following software: MS Project, Excel, Access, Word, and Outlook;
  • Familiarity with construction safety standards;
  • Fluency in written and spoken French, with strong proficiency in English (spoken and written);
  • Ability to see the big picture;
  • Strong communicator, both written and oral; communicates tactfully, clearly, concisely, and effectively with stakeholders at various hierarchical levels;
  • Team player, known for developing positive interpersonal relationships;
  • Good judgment and decision-making abilities;
  • Strong organizational skills, time and priority management;
  • Resourceful, curious, and eager to research thoroughly.
