Our client, a company dedicated to reducing the environmental impact of industrial and combustion processes through air pollution control, specializes in the design, development, manufacturing, marketing, and installation of a complete range of baghouse filters and industrial process scrubbers. The company is currently seeking a Proposals and Pre-Contract Manager for its facilities in the Montreal region.

Nature of position

Reporting to company management, your mandate will be to lead the development of proposals during the pre-contract phase, working closely with sales teams to support the development of opportunities across North America and internationally. To achieve this, you will analyze customer needs, define optimized technical and economic solutions, and structure sourcing and costing strategies with a focus on managing technical and contractual risks. This role is part of a broader dynamic aimed at developing supplier partnerships, continuously improving pre-contract methods, and supervising resources dedicated to proposal activities.

  • Work closely with sales teams, primarily in North America and occasionally internationally, to support the strategic development of business opportunities;
  • Analyze customer needs and challenges upstream in order to define and recommend optimal technical solutions aligned with performance, cost, and risk criteria;
  • Define the overall sourcing strategy by integrating supplier locations, logistics, and import costs, with the objective of optimizing Total Cost of Ownership (TCO);
  • Contribute to the identification, analysis, and mitigation of technical and commercial risks, and lead the preparation of technical validation files;
  • Supervise and coordinate the production of preliminary technical deliverables (concepts, drawings, sizing assumptions);
  • Lead the development of cost estimates (equipment, labor, contingencies) in collaboration with strategic suppliers, based on structured risk analyses;
  • Develop and maintain long-term partnerships with key suppliers and subcontractors;
  • Contribute to the continuous improvement of pre-contract tools and methods (costing models, calculation tools, technical and documentation standards);
  • Participate in customer meetings and reviews in support of sales and technical teams;
  • Participate in the analysis, validation, and negotiation of contractual terms and conditions (T&Cs) in collaboration with legal, sales, and finance teams;
  • Lead the consolidation and final drafting of customer proposals, ensuring overall consistency across technical, financial, and contractual components;
  • Structure and formalize proposal documents (technical proposals, pricing, assumptions, exclusions, general terms and conditions) in compliance with customer requirements and internal standards;
  • Ensure the quality, clarity, and compliance of proposals prior to submission;
  • Supervise and develop an engineering resource dedicated to proposal activities, ensuring knowledge transfer and team development;
  • Perform any other duties related to the role.

Required qualification

  • Bachelor's degree in Mechanical Engineering or any other relevant education;
  • Membership in the Ordre des ingénieurs du Québec (OIQ) is an asset;
  • Proven experience in industrial process gas treatment and dust collection technologies;
  • Minimum of 10 years of relevant experience;
  • Experience in developing optimized technical solutions (e.g., Design-to-Cost approaches) and in building sourcing strategies based on an international supplier base;
  • Excellent command of French and English, both spoken and written. The client is part of an international group, requiring daily use of English;
  • Strong proficiency with Microsoft Office, particularly Excel;
  • Basic knowledge of 3D software;
  • Experience in boilermaking, industrial environments, and consulting engineering (an asset).
