Project Engineer – Civil Engineering

Our client, a municipality located in the Lower Laurentians region, offering quick access to the urban centers of Laval and Montreal, is currently seeking a Project Engineer to join its Technical Services and Engineering Department.

Nature of position

Reporting to the Director of Technical Services and Engineering, you will contribute to the planning, design, management, and execution of municipal projects related to civil engineering, infrastructure, and buildings. You will leverage your experience while working with a high level of autonomy and acting as a technical reference for the team. You will plan and coordinate activities related to assigned projects, oversee office and field work, participate in follow-up meetings, and ensure quality, cost control, and adherence to schedules. You will also play a key role in the continuous improvement of departmental practices, support municipal services, and help implement safe and sustainable infrastructure for the community.

  • Participate in the planning, design, and execution of municipal projects involving infrastructure (water supply, sewer systems, roads, buildings, parks, water management, etc.);
  • Develop and recommend technical solutions aligned with best practices and regulatory requirements;
  • Contribute to the preparation of the Three-Year Capital Improvement Program (CIP) and monitor project budgets;
  • Perform or supervise technical surveys and field inspections required for design, construction supervision, or asset maintenance;
  • Produce or validate plans, specifications, and cost estimates in compliance with applicable standards (BNQ, MTQ, CSA, Building Code, etc.);
  • Prepare tender documents, analyze bids, and make award recommendations;
  • Provide construction site supervision and quality control of work performed by contractors;
  • Coordinate interventions with other municipal departments (Public Works and Environmental Services, Urban Planning and Sustainable Development, Recreation, Finance, etc.) and external partners;
  • Participate in planning and monitoring preventive maintenance of infrastructure;
  • Evaluate the performance and service life of municipal assets and recommend investment priorities;
  • Conduct technical studies, including hydraulic, hydrologic, structural, or environmental analyses as required;
  • Ensure project compliance with environmental requirements and regulatory authorizations (MELCCFP, MAMH, etc.);
  • Prepare technical reports, memos, recommendations, and presentations for management or municipal council;
  • Provide technical support to operational services for on-site problem resolution;
  • In collaboration with the Service Director, support coordination of the Project Manager and Civil Engineering Technician in the execution of their mandates;
  • Participate in the implementation of municipal policies and procedures related to asset management, health and safety, and sustainable development;
  • Maintain technological and regulatory monitoring to ensure municipal engineering practices remain up to date;
  • Participate in the preparation of grant applications and administrative follow-up of government assistance programs;
  • Contribute to public communication of projects (citizen meetings, briefings for elected officials, progress reports, etc.);
  • Perform any other duties related to the position.

Required qualification

  • Bachelor's degree in Civil Engineering or Construction Engineering;
  • Member of the Ordre des ingénieurs du Québec (OIQ) or candidate to the Engineering Profession (CPI);
  • Minimum of 3 years of relevant experience;
  • Proficiency with MS Office Suite and AutoCAD;
  • Knowledge of Map 3D, QGIS, or ArcGIS is considered an asset;
  • Ability to use surveying equipment (total station, levels, etc.);
  • Valid ASP Construction card;
  • Excellent command of spoken and written French;
  • Valid driver's license (Class 5).
