Project Engineer – Municipal Infrastructure
Our client, a municipality in the Centre-du-Québec region, is currently seeking a Project Engineer for its Technical Services and Engineering Department.
Nature of position
Reporting to the General Management, you will be responsible for planning, coordinating, and delivering sustainable municipal infrastructure projects, including water distribution systems, sewer systems, roadways, and public buildings. In addition, as a subject matter expert, you will play a key advisory role to senior management regarding these activities. You will evaluate construction, development, or rehabilitation projects related to urban infrastructure and submit recommendations to ensure alignment between proposed projects and the municipality's strategic objectives. You will also determine priorities and strategic directions for the development of policies, regulations, programs, and projects related to sustainable development. In this capacity, you will be responsible for:
- Ensuring the strategic and operational management of the department, integrating the existing project prioritization process;
- Planning, designing, and carrying out municipal projects related to water supply systems, sewer systems, roadways, buildings, and parks;
- Organizing, coordinating, and effectively monitoring all work and projects under your responsibility;
- Ensuring compliance at all times with applicable laws, standards, and regulations;
- Preparing cost estimates, technical specifications, and various technical and administrative reports;
- Conducting preliminary and feasibility studies, estimating construction costs, analyzing project profitability, and making recommendations to management;
- Preparing tender documents, plans, specifications, and other required documentation for calls for tenders and equipment procurement;
- Participating in bid selection committees for engineering projects, analyzing received bids, making recommendations, and authorizing payments;
- Supervising, with the support of assistants, work carried out by employees and contractors;
- Contributing to the planning of municipal infrastructure projects (drinking water, sewer systems, roadways, structures, sustainable mobility), in accordance with priorities established in intervention plans and master plans;
- Conducting preliminary project studies, validating feasibility, schedules, and budgets, performing required complementary analyses, and preparing reports, recommendations, and presentations for management and municipal council;
- Providing regular reporting to General Management regarding the progress of all projects (implementation, schedule, budget, unforeseen issues, changes, risks, and corrective measures);
- Performing any other related duties.
Required qualification
- Bachelor's degree in Civil Engineering or Construction Engineering;
- Member of the Ordre des ingénieurs du Québec (OIQ);
- Minimum of three (3) years of relevant experience;
- Proficiency in MS Office ;
- Knowledge of AutoCAD Map 3D, QGIS, or ArcGIS will be considered an asset;
- ASP Construction card;
- Excellent command of spoken and written French;
- Organized and structured, with the ability to manage multiple files simultaneously within prescribed deadlines;
- Valid Class 5 driver's licence.
