Engineer or CPI, Construction (Bridges/Civil Structures/Civil Engineering Works)
Our client, a corporation whose mission is to manage, operate, and maintain various transportation infrastructures, with activities spanning engineering, construction, and maintenance operations, is currently seeking an Engineer or Engineer-in-Training (CPI) to join its Construction Department in order to continue improving the quality and efficiency of its services.
Nature of position
Reporting to the Director, Construction, you will be responsible for implementing the maintenance program through the execution of major projects involving existing and future civil engineering structures owned by the Corporation. You will carry out various technical and administrative tasks related to the monitoring of the Corporation's construction contracts. You will actively participate in monitoring work planning, budget and cost control, schedule compliance, analyses, as well as the processing of change orders and claims. You will work closely with engineering firms retained annually by the Corporation to perform site supervision and quality assurance of the work. You will also contribute to the development and implementation of new tools for managing the Corporation's structures. In addition, you will play a support role for engineers and managers within the Construction Department, as well as project directors, by analyzing reports, plans, and specifications and recommending appropriate actions. In this capacity, your responsibilities will include:
- Supporting engineers within the Construction Department by providing technical and administrative assistance, including document review, information research, data compilation, and preparation of progress reports, as needed;
- Acting as a support resource for the project team and as a field contact person, serving as a liaison with representatives of partners carrying out major work simultaneously with that of the Corporation;
- Preparing terms of reference for awarding contracts to external consultants for professional services related to major maintenance work supervision, quality assurance through testing laboratories, and claims analysis;
- Ensuring effective coordination between design firms responsible for technical assistance during construction and the Construction team;
- Supporting engineers in the monitoring of professional service contracts, in accordance with best project management practices;
- Effectively informing and communicating contract management issues to the functional director and project directors;
- Ensuring compliance of construction work with the Corporation's plans and specifications, including environmental and occupational health and safety standards and regulations;
- Assisting site supervision teams and visiting active construction sites to monitor progress and quality of work;
- Participating in site and project meetings and informing the project team of any issues that may impact project progress;
- Preparing authorizations for additional work, monitoring progress payments to external consultants and contractors, and controlling schedules and financial forecasts;
- Coordinating major interventions on the Corporation's network with various internal and external stakeholders;
- Participating, in collaboration with the Engineering Department, in the preparation of calls for tenders for construction contracts;
- Reviewing studies, plans, and specifications prepared by external consultants, making recommendations to management, validating required measures, and ensuring follow-up on their implementation;
- Assisting engineers in budget preparation and producing periodic progress reports;
- Participating in various committees or working groups related to your area of expertise (e.g., contract review meetings with the Engineering Department);
- Providing assistance to engineers, project directors, and the Director, Construction, including supplying relevant information for the preparation of various reports;
- Assisting the Manager and the Director, Construction, in developing and deploying tools aimed at improving the quality of deliverables from external consultants and supporting continuous improvement of internal services;
- Working closely with the Corporation's partners;
- Performing any other related duties and responsibilities.
Required qualification
- Bachelor's degree in Civil Engineering and up to four (4) years of relevant experience in engineering and/or construction contract administration;
- Member in good standing of the Ordre des ingénieurs du Québec (OIQ) or Engineer-in-Training (CPI);
- Interest in site supervision and contract administration, including work evaluation, meeting facilitation, and payment negotiation;
- Ability to understand and interpret plans, specifications, and technical drawings;
- Ability to understand and interpret plans, specifications, and technical drawings;
- Proficiency in Microsoft Office Suite software, including Excel, Word, Outlook, Access, and MS Project;
- ASP Construction site safety card and familiarity with applicable and recognized construction safety standards;
- Valid Class 5 driver's licence;
- Proficiency in written and spoken French and ability to communicate verbally in English in order to interact with English-speaking partners.
