Civil Engineering Technician
Our client, a corporation whose mission is to manage, operate, and maintain various transportation infrastructures, with activities spanning engineering, construction, and maintenance operations, is currently seeking a Civil Engineering Technician to join its Construction Department in order to continue improving the quality and efficiency of its services.
Nature of position
Reporting to the Construction Manager, you will be responsible for supporting the management of construction contracts and, as needed, assisting Construction Project Managers in monitoring site work. You will provide support to engineers responsible for construction contracts with respect to quality control, work planning, budget and cost control, schedule compliance, analyses, and the processing of claims and change orders. You will also perform various technical and administrative tasks related to the monitoring of the Corporation's construction contracts. You will ensure the quality of services delivered by firms assigned to site supervision and quality assurance by conducting service performance evaluations. In addition, you will collaborate in the development and implementation of new tools aimed at improving contract and project management. In this capacity, your responsibilities will include:
- Supporting Construction Project Managers by providing technical and administrative assistance, including document preparation and review, information research, data compilation, and preparation of progress reports, as required;
- Providing technical expertise in monitoring contracts and ensuring proper execution of their mandates in compliance with the terms of reference (quality, scope of services, costs, and schedules), in collaboration with Construction Project Managers;
- Acting as a support resource for the project team and as a field contact person, serving as a liaison with representatives of stakeholders carrying out major work simultaneously with that of the Corporation;
- Identifying issues and problematic situations to Construction Project Managers and proposing solutions and recommendations;
- Assisting in the preparation of authorizations for additional work;
- Visiting construction sites, alongside Construction Project Managers and consultants, to conduct quality acceptance inspections according to established frequencies;
- Upon request, visiting structures to carry out surveys or targeted inspections;
- Assisting in the preparation of terms of reference for awarding contracts to supervision firms, testing laboratories, and consulting firms;
- Verifying and analyzing bids and service proposals and preparing bid analysis tables;
- Reviewing, commenting on, and following up on the issuance of final plans;
- Preparing various reports, charts, and analyses for the Construction Department;
- Reviewing progress payment requests from contractors and consultants;
- Participating in technical reviews of construction contract plans and specifications;
- Assisting in processing and updating the recommendations database;
- Analyzing internal processes and work tools and proposing measures to optimize the efforts of internal and external stakeholders and improve operational efficiency;
- Supporting Construction Project Managers by participating in various project management committees organized by strategic focus areas and providing technical assistance to the project team;
- Working closely with various stakeholders from other departments of the Corporation;
- Performing any other related duties and responsibilities associated with this position.
Required qualification
- College diploma (DEC) in Civil Engineering Technology and a minimum of five (5) years of relevant experience or strong knowledge of common civil engineering acquired through an equivalent combination of education, training, and experience;
- Minimum of three (3) years of experience in supervision or inspection in the rehabilitation/construction of concrete and steel civil engineering structures;
- Familiarity with the MTMD's Cahier des charges et devis généraux (Standard Specifications) as well as federal and provincial standards and regulations related to roads, bridge and overpass structures, environmental requirements ;
- ASP Construction site safety card and valid Class 5 driver's licence;
- Proficiency in Microsoft Office Suite: Excel, Word, Outlook, and advanced knowledge of MS Project;
- Strong writing skills and ability to understand and interpret technical plans and specifications;
- Proficiency in written and spoken French and ability to communicate verbally in English in order to interact with English-speaking partners.
